Call to arms daily bug?

Right now you can only complete one Call to arms daily quest per day (for the first BG you win that day). Why is it possible to complete only one per day? For example I know you can complete only one Call to arms: Arathi basin per day, but shouldn't you be able to complete a total of 4 Call to arms quests per day for each battleground? Is this bugged?

No it's working as intended.

I Chose BG call arms and waste around 1 hour but there's was no any BG call arms. So it's not work

You just choose a BG, the first win you get, you get to complete the "Call to arms: X" that you won. Limited to one per day.
