World chest loot?

So I found an adamantite bound chest (which afaik is the highest world chest avaliable) in netherstorm and this was the contents http://imgur.com/a/FT2z5

are the loot tables for these bugged or did I just get REALLY unlucky? On retail that would have at least netted an appropriate green.

the actual loot table, notice the very low drop rate on the valuable stuff most of the time itll drop nectar, cheese and other useless stuff

until 2.3 where it was fixed to have level appropriate gear
