Well some days ago I started to play with a mage in TBC expansion, but I realized that I have to kill 1 monster lvl 11 and sit 30 seconds to fill my mana
Is that the way to play a mage? sitthing everytime You kill a mob?
or to what level mana is not a problem to level up?
Things go alot easier once you have trained your Blizzard spell and have points in Improved Blizzard talents.
That's why we mages go frost, and kill a whole bunch of mobs by AOE kiting before sitting down for a drink.

yeah that's the way it is, until you get more gear and frost talents. At 30/40 it picks up speed and 60+ is really smooth.
Pick up wands from AH (enchanter created ones) if you can, those help a lot.
