So I've seen some people running around with black qiraji battle tank, the legendary mount. How can we get it? Is it an arena season award or an event award? Its my most favorite mount, so it would be great to have it!

his mount is no longer obtainable. It was given to the first person and the people who complete the Scepter of the Shifting sands chain quest in vanilla and is the only legendary mount in the game besides the GM only mount [Peep's Whistle]. The Quest opened the doors to Ahn'Qiraji . Although many servers only had 1 person get this mount a few servers had 2 people ring the gong in the 10 hour time frame.

So since i didnt found it in the store, i assume some people either got it for some special service or it was on Store a time ago.
In fact, you cant get it any longer.
