Newbie here! How do I unlock dual spec?

i go into to the trainer to unlock dual spec but only see a description saying what it does?

Dual specialization is unlocked through the website here.

Pre-requisites: You must be logged out of the account and have been for a few minutes. You must have 100g on the character you want to activate Dual Specialization for.

1. You go to "My Account"
2. Click "Services"
3. Select the character for whom you want to activate it in the "Select Character" dropdown
4. Select Dual Specialization in the furthest right dropdown
5. Select "Secondary" from the top dropdown that appears
6. Select "Activate" in the bottom on and click "Submit"
