it is just for Outland Realm, you would know that if you play here. There is a server message in-game about that

I haven't seen that server message in a very long time and ppl everywhere on the forum says it's over

If I go here: https://www.warmane.com/account/services I still see the "Faction change" feature displaying "0 Coins cost"

I guess if someone is really interested he can just try it out
