Question about pvp weapon/shield

Are the only pvp weapon and shield you can get at the moment the Wrathful ones? I haven't come across any vendor for lower tier ones. Is there a vendor anywhere that sells relentless or deady weapon/shield?

btw I searched for old posts and someone said that there is a vendor in tanaris that sells deadly weapons, but I'm there now and there is no such vendor. Just legacy vengeful gear.

the reason im asking is that as a freshly geared warr with only furious pieces ( and wrathfull offset) I am still abit low resi and I could really use a resi 1h/shield for when im getting focused...

Or if there is no vendor that sells lower tier wep/shield with resilience, are there any craft able shields or weapons with resilience ?
