I'm currently in Loch Modan and I can't do the escort quest Protecting the Shipment.
I can accept the quest but the NPC doesn't move

I'm currently trying to complete this quest as well. Definitely a bug. I can accept it, but Miran never moves.
I find it pretty hilarious that a 7 year old quest is bugged.
