If it's your first character, you can't fly in Northrend until lvl 77. If it's an alt with lvl 80 main, (idk if 77+ is enough) you're able to buy Tome of Cold Weather Flying from Krasus' Landing, Dalaran. Then send it to your alt to learn Cold Weather Flying as early as lvl 68.
