the reason people probably aren't doing is because server is still progressing, people are constantly still working on improving their gear etc. Once last content hits and there's a ton of BiS people running around, I imagine they'll hang around elwynn forest, as is the case for icecrown for example.
You wont see that here because you can't queue for arenas/bgs from anywhere.
