As of Wrath of the Lich King patch 3.3.x, it should only be farmable via the Loot-Filled Pumpkin which is the daily reward satchel for queueing the event.
Also, good luck on RNG. BECAUSE IT NEVER DROPS FOR ME!
Last year it took every single day doing it and ended up with nothing ffs
I still don't have it on retail. This year, I'm farming it with 12 characters every day.
