[ANSWERED]How active does Outlands 5s ladder need to be to reward it?

Currently there are more +2k 5s team on Outland than high rated 3s teams on all other realms. Still, these less active 3s ladders get rewarded while 5s doesn't.
How much more activity is required to reward Outlands 5s ladder with titles on season end?

It's something we will definitely consider for the next season.
