I'm creating an new character, but for a good reason I want a name that belongs to an lvl 1 character from someone else that was never used since his creation, a looooong time ago.

no, you need to wait next cleanup ( where inactive character get flagged for rename or even deleted)
There's nothing else to do but wait until the character is removed due to inactivity.
