Is S8 shoulders / PVE Offparts obtainable with soloqueue?

Question is in title :
Can I get S8 / PVE shoulders by being 2000+ in soloqueue ? Because I am, the item isn't red, but can't buy it.
I 've been reading the threat saying it's only via 3v3 but some people aren't 2000+ 3v3, never been, and could buy s8 shoulders. Why that ?

2050 soloq for shoulders.

Now i'm 2051 soloq and still can't buy PvE shoulders...

there are 2 different shoulder at vendor:
One buyable with 2k rating on 3vs3.
An other one buyable with 2050 rating on soloq
