Which realm? I'm not aware of any restrictions right now.
I also want to know if there is a possibility to change fraction from Alliance to Horde on Outland. Thanks.
You can't change from Alliance to Horde on Outland at the moment due to population imbalance (Horde outnumbers Alliance), this may change in the future if somehow the population balances out
