Is it possible to obtain heirlooms with honor or stone keeper shards?

Yes, Heirlooms are available for Stone Keeper Shards in Wintergrasp. Those items also contain resilience since they are PvP oriented.

You still get XP bonus with PvP heirlooms. They just lack crit, and have resilience instead.
