Cant find Npc Rokk for daily cooking quest

I cant find this npc for cooking quest daily, need for some food, he's avaliable on server or not?

If you're talking Outland (TBC), he is not yet implemented. He came with content patch 2.3.0, which we are not at yet (with the release of BT, we're at 2.1.0).

You can expect to find him once Zul'Aman is released.Reference this post.
