You have to have the rank to get them.
Argent tournament is still not completely fixed i believe. You can try to add a bugreport but this area is not that popular anyway so you will not get lots of votes on your bugreport and thus it wont get fixed fast.

You need to buy this http://www.wowhead.com/item=47541/argent-pony-bridle to be able to use that companion as Shop/Mailbox/Bank ( with 4h ICD)

Well i got my achievement just now... the vendor worked on the companion but after i dismissed the pet and recalled it, the vendor stopped working... I tried mounting, reloggin and still nothing..
