Hello,
I don't know in what topic i can add this problem so please be so kind and inform me :).
I got i7 8700K and 1080Ti so this is too strong for wow but i got problem ... Sometimes i lost FPS to 30 the after 10 seconds i receive 60 fps. Do you have any solution or sugestion? Chaning video options don't work + overclocking do the same ... job :)

If you drop frames in crowded areas (Dalaran, other capital cities) it's because game engine isn't designed to push so many characters. I get exactly the same frame rates on my old R9 280x as I do on my new GTX 1060.
In Borean Tundra when i lvling my alt i can drop to 30 fps :). In dalaran i know that i can't reach 60 because there is too many people :)
Due to wow being an old game that can only use 1 core, coupled with the fact that 1-core performance has experienced a much smaller improvement since wotlk came out compared to multi-core performance, and the unnatural pop putting the game engine under more stress than it was ever designed to be under, it is quite reasonable to see low fps sometimes. 90% of your 1080 ti and 5 out of your i7's 6 cores means nothing to this games performance as they have no way to contribute fps.
See it this way: We've got something like 5-6x more players than an average "high"-"full" pop retail wotlk server did, even more more when compared to "Medium" size servers, but single core cpu performance such as on your 8700k has only increased by a factor of 2x if we're looking at the high end stuff of 2008-2009 such as Nehalem i7's, a but maybe closer to 2.5x if we're just counting the stuff most WoW players would have had at this point in time, such as Phenom II's and Core 2 Duo's.... So realistically, in some places especially dalaran/major cities, your fps could quite realistically be lower now than you got in the same areas back in the day.
Your immensely higher gpu torque vs a pc from those days is also offers no fps advantage as the game probably couldn't fully utilize it even IF it could saturate all 6 coffee lake cores, it's just that old.
As an aside, I also get horrendous fps/freezes in some empty areas such as honor hold inn and some areas of northrend including a few spots in storm peaks. Not sure what causes these, but I believe it is server related bugs.
On the bright side you could probably run 8-10 WoW's all at the same 30-60 fps you see with one open with that setup.
