Thinking of starting a char at this server, but i need to know if this is a progressive server or is it only ICC and TOC who is active?

Thinking of starting a char at this server, but i need to know if this is a progressive server or is it only ICC and TOC who is active?

Main focus is ICC and ToC, some people do clear ulduar (and older content) for achievements, titles etc.
Server's 3 years old, we have all our raids and only "progress" you're going to get is with a new guild.
