How much spell penetration I need for frost pvp? I have cloak enchanted for 30 and some gems. Saw that ppl put spell p+penetration gems but not enough to reach 135. How much I need actually?

blue gem 25 spell pene
back ench 35 spell pene
so 4 x blue 25 spell pene + 35 back ench = 4 x 25 + 35 = 135 that is 5 over cap but what ever this is best way
btw not many class have frost resist spells or talents "pala, mage, druid" are only ones that can resist your spells, while in bg's every1 will have druid buff at start but later on meh
So you need to have 135+ or it can be lower than that?
