Expose Weakness Missing

Has anyone else been having issues keeping the EW debuff applied? I have it missing as much as 60% even when talented 3/3 EW. Is it tied to a spell hit school for some reason? Its annoying since we want the debuff in raid and I am geared towards survival and have 1200agi, but having the debuff only up like 40% even though im critting 50% of my shots which should be close to 100% uptime. I saw a thread on the bug tracker that has been basically ignored, and made my own. Just wondering what everyones thoughs were

im at 35% crit and i can keep it up almost at 100%.

On recount, look at your attacks. You will see that the buff will actually miss, this is with 3/3 and 148 hit rating. I have 43% crit in raids, and 48% Crit on steady shot. The actual buff is missing. You can see the word "miss" pop up on scrolling combat text. Its also been confirmed on the bug tracker

i'm playing on 3% hit with a boomkin in my raids and i never have misses on it.....idk what u guys doing but smth seems wrong...
