Arena with disc priest
Wrathful Helm
Wrathful Shoulders
Wrathful Chest

Leggings of Northern Lights

Scourge Hunter's Bracers
Nerub Stalker's cord
Returning Footfalls
Signet of Twilight
Frostbrood Sapphire Ring
Sharpened Twilight Scale
Medallion of the Alliance/Horde
Fal'inrush 284 ilevel crossbow
Oathbinder 284 ilevel polearm
If you can't afford it then get ashen verdict ring instead of frostbrood but the proc sucks since its only 10 seconds and has a 60 cd which means it won't proc with your trinkets sometimes.
Reds = Agil/Resil
Yellows = Resil
1 tear in blue socket in Oathbinder or legs.
Aim for at least 1000 resil
Arenas with DPS
Same as above but switch to wrathful wrist and belt for more resilience
Bgs you can go full PvE or simply use the same set with disc priest but gemmed for more damage

Difference between the two rings isn't too high but frostbrood is best if you're going for max damage and resilience.
With Ashen you will be 144 hit. You can get another 20 hit through glove enchant or gemming but you would lose other stats to do so. You can get improved concussive shot but most Hunters get 3% hit from focused aim so that they don't have to worry about hit rating and focus on stats elsewhere like resilience and agilility.
Exactly 164 hit = 5.00%
