Question about talent points

Well, I don't know much about the game and I cannot find proper information about this subject, it being the amount of talent points you could gather.

I have found a source that was stating the following:
"Talent points will be awarded upon reaching level 10 and onward. You will gain 1 talent point per level up until level 40 after which you will get 1 talent point for every 10 levels."

This doesn't seem right at all, considering the last perk will cost you a total of 51 points at the earliest. So, the question is, how many talent points can you get?
