oh i went there again and i got another quest maybe this is the one :)
I think I got the quest from Tamara after doing another quest from an NPC near her. This seems to be the only one that meets the description:

If that doesn't unlock it then either it has more requirements or something is wrong with the quest.
xD now i got to "A Rough Ride" and the quest is bugged - https://www.warmane.com/bugtracker/report/63439 fml.
