Well I've been running up and down and into the supposed mine for over 40 minutes, also asked in general but no one has seen the messenger. Is there any chance you could fix that?

He is not bugged. I level many alts.
Don't look for him in the mine. He will respawn, just outside blacksmith armory and travel up and down the road. Make sure the casters are clear.
What happens is so many people are doing quests in Moonbrook and Deadmines they kill him. I usually try to find him during off peak hours, weekends are way more busy.
