Hacked and banned

"please make a ticket on the website here" Does not work : Support is unavailable due to an IP Ban that exists on this account.
The reason for the ban is Advertising..... PLEASE HELP ME !

I can not play because of a bastard who hacked my account....
I can not use the support ticket because : Support is unavailable due to an IP Ban that exists on this account.
It's frustrating to be punished for something I did not do
