Change the realms from PvP to PvPvE

The title says all, I'm tired of people camping low level leveling areas because the don't know how to engage a player of the same level. Tired of group of people killing the NPC that gives you quests, and cannot do anything more than wait untill they get bored of being ridiculous and waste their time in such actions. Consider this option, for the sake of those who don't like to play as phantoms half of the time that we are logged in. Make the option of change between PvP on or off enable again. For a server free of campers.
