Because Malaco took the ItemID of those cloaks from Atlas loot with his gnome character, so it was showing only Alliance version.
This is understandable but I kind of hinted that it would be nice to add :D

For a mistake it was used the same itemID of this ring: http://wotlk.cavernoftime.com/item=54567 , in fact there are x2 of these rings at the vendor. One sold as Neck Honor cost/Rating and one as Ring Honor cost/Rating
