When i try to create a DK on Lordaeron it says "You must have an existing character of at least level 55 on any realm to create a Death Knight" even though i have a lvl 78 on Icecrown. Is this intended? Or is it a bug?

Yes, it's intended because realms have different rates. To create a DK on Lordaeron you need a char with at least level 55 on Lordaeron.
