Rohan the Assassin

I have been collecting Bone Fragments https://wow.gamepedia.com/Bone_Fragments. However when I try to turn them in to Rohan https://wow.gamepedia.com/Rohan_the_Assassin, the NPC doesn't display the q https://wow.gamepedia.com/Quest:Bonescythe_Digs. I am honored with Argent Dawn.

Should I get higher reputation or it is bugged?

Well I have checked bugtracker and out of three reports two were dismissed and one marked as a duplicate. I wonder how hard is it to add the quest which is similar to other quests in the light's chapel. Makes farming of insignias so much harder.
