Can a gm respawn Patchwerk at Ebon Hold please?

I've been waiting for an hour and a half in Ebon Hold to kill Patchwerk and everytime I try to kill him someone does it before me....I tried inviting them in a party but all of them decline...Please help.My ingame name is Doralas.Thanks
