So I was a 361 goblin engineer. And decided i wanted to switch to gnomish unlearned engineering leveled all the way back up to 300/300 now goblin says i am still in good standing. And gnomish won't give me the quest to train. What do i need to do at this point?

You wasted your time to start engineering again.
1. Go to Tanaris
2. In the north east of Tanaris, there is Steamwheedle port, go to the house near the mountain
3. You find a gnome there, rightclick on him and wait a few seconds
4. On the table you find a book, rightclick on it and chose your new spec. after
It costs 150 gold to respec, if I remember correctly
