I have a quest I am unable to turn in due to the NPC not... existing. It involves the Midsummer Festival so I'm not sure if I'm even supposed to have this quest. If this was some sort of error, I'll go ahead and abandon it. Thanks in advance!

You can most likely turn it in only during Midsummer Festival.
