This NPC supposed to be upper garden of undercity but this npc suprisely not there.I took some quests at low level and i didnt see him.And i took an another quest from dalaran and this guy not there again.PLS some1 tell me where is this guy !!

The NPC is spawned during Pilgrim's Bounty. Pilgrim's bounty doesn't happen at this time of year. Is reading a quest that hard?
