Why Feral Spirit hp in Icecrown is different than the one in Blackrock?
my Shaman in icecrown is more geared(6.2kgs) but Feral Spirit hp is around 17k , but in Blackrock it's around 26k hp (5.7kgs) Shaman.
so which one is bugged?

Feral spirit are completely broken in icecrown... expertise is broken /movement speed / charge / hp... the class is almost unplayable
To me it looks like enha is way stronger on Blackrock... same as bm hunters.
They are nerfed as hell on icecrown.
