Question regarding Magister's Terrace

Hi, this is my first post here!

I wanted to ask something a couple things

1. If i remember correctly from the last time i played -and checking wowhead-, shouldn't Magister's Terrace be an instance instead of a raid?

It's a really low lvl insta i used to run in order to get Shattered Sun exp., the Phoenix Hatchling and a couple skins for mog, but now it's somehow behaving as a raid (can be reset, only resets once per week).

This is normal now or it's a bug?

2. I've found a LOT of closed instances, and based on what my guildmates explained to me it's because of the bugs. I could understand that if a hi-end instance is bugged it'll be closed in order to prevent any kind of abuse or not to make players to waste time with a non working dungeon, but it is really necessary for the old content ones?

The old and lower instas don't give anything useful or even remotely relevant in the endgame, but they are a good source of materials, faction exp and mog skins for -us- who play a bit for the lore of the game.

Would it be possible to open the old content instas even if they are bugged?
