Faction Change / Character Delete

This is a two parter.
Spec it - so, if I delete an alliance character named "A" and then faction change a horde character named "B" to the alliance moments later, can I rename character "B" to "A"?

Part two - If I delete a character, how long until the name is usable again? I've seen a few things about that.
