You get only 1 free character restoration per week. If you already restored a character today, you won't be able to restore another character for free.

Free restoration is there in case you change your mind after deleting a character. If you want to delete and restore characters multiple times on same day, that does not seem to be the case.

Other servers have no free restoration in order that you should be happy though. It's a service for important things and as Anyone0 said, only usable 1x per week. You shouldn't delete many chars to change names or similar things by this trick
