Is spawncamping the bankers in a city considered "Disrupting gameplay"?

Got some folk kill/spawn-camping the bankers in UC on Icecrown, for example. It's not really like mailbox scumming as there are other mailboxes; if all the bankers are dead you can't access your bank. But it's also not like there aren't other options - it's just that they require going to a different city.

It feels like a grey area, but clearly the intent of the people doing this is to be trolls and disrupt the experience of other people who are just trying to do something or other.

Curious about whether this is something we should report or just do something else with our time.

Killing NPCs is not classified as that. Especially when they are targets/objectives that entice the opposing faction to engage. This is intentional design by Blizzard.
