helping a friend to exp

hi all.
Today i started helping a friend exping, with mob tagging in correct range ( at starting zone). But even if we were not in party, the exp was "shared" so he couldn't get the entire mob but just a little little of exp.
Is this kind of activity forbidden? Or is it normal?

They implemented this change a while back to prevent people from power-leveling their own alts in that way. It is not forbidden, it just isn't very beneficial anymore.
