Cooking and Engineering

I am new to Blackrock and have figured most things out except for these two:

1. Where do I learn Cooking? It's not an option with the Profession NPC, and yet there are cooking consumables you can buy that require cooking skill.

2. Is there any way to get the Frag Belt as an Engineer? We seem to lack that recipe.

I think they are not available. If they are added, I think it would be great to add Frag Bombs to engineering as well.
