Is Fishing broken?

I'm new, only been playing for about a week now, have a lv. 2x Worgen Hunter. I haven't been able to get Fishing to work for me at all. I learned the skill a few days ago and immediately tried fishing off of the dock by the fishing trainer (I don't remember where I was, but it was a low-level zone), and I kept getting the error "You can't use that here."

I've gone to Azuremyst Isle and tried there, I've equipped a fishing rod, I've tried it without equipping a fishing rod, I've tried different bodies of water.... always the same error. But I can't find anyone else having issues with this, so it's totally possible that I'm just a complete noob and doing something really wrong, somewhere. x)

Is anyone else having trouble with this?
