you should still be able to train riding, the pamphlet should just be so you get a quest to show you where the trainer is.
it says i need the pamphlet to complete the quest to train
it's just a small quest to take you to the riding trainer. Completing the quest doesn't teach you riding. You still need to train via the NPC.Quote:
