Yes, that is one of the premium perks. You can actually make multiple DKs per realm too.
Donated but can't make one
If you just donated try relogging, if not then I'll see if I can find someone who knows more.
EDIT: If you're playing on Lordaeron then I guess that perk doesn't exist, we have a list of perks on this thread.
