i have 3 characters in this account but can i gift 1 character to my friend?

No, you cannot.

You can put him up on warmanes trade website if your friend wants to buy him though - if the toon is naked that's 30 coins, with gear it's pretty expensive.

You are not eligible to sell characters in the trading system.

Your account needs to have Premium status in order to use Trade.

If you mean sharing your account with someone, you can.
I've already spoken with a GM about this and he told me it's not a ban offence.
