So i know nothing about World of warcraft sry about that
but if i download a new expansion will i need to create a new character or do i continue with my old one?
from what i heard Expansion are just more content so i should be able to keep my character
im currently on Burning crusade and i want to try wrath of the lich king
and when i download it. do i over download on the previous expansion or in a separate file
Yes, it currently means new characters. What you heard about expansions probably comes from retail, where all servers simply move to the next expansion and everyone has to go along, there being no option of "staying behind" or multiple ones up at the same time as we have.

then if i download wotlk does include both of their content or just the one that the wotlk added?
It's something more in-between. The Wrath of the Lich King has the full content of World of Warcraft at the time of that expansion. As the world evolves with each expansion, there are things that don't exist anymore or exist in a completely different way because of events that happened during the previous expansion and the transition into the new one. So, it includes all content available, but what's available of a previous expansion might not be exactly the same or fully there.
