Because Wotlk is arguably the best espansion ever, both in terms of pvp and pve.
The lore is loved by everyone, and pvpers love to world pvp in the old world (wpvp is almost nonexistent in later espansions due to flying mounts).
Mop is dying and cata server is closed.
Well, when Warmane launched, MoP had more players than WotLK. They needed two realms because the queue on the main realm was much larger than what even Icecrown gets today. The staff however decided to work on WotLK, and, as the quality of the MoP expansion fell, the players moved on. Legion's launch on retail did not help matters either.
I prefer MoP to WotLK myself, particularly the arena system and Rated BGs, but the current MoP realm is not getting the attention it needs to succeed.
Maybe someday staff will choose to give MoP the attention it needs, but until then, the population isn't going to go up. It's unfortunate, because other private servers have managed to surpass the quality of MoP on Warmane, despite having started 2-3 years late. These servers all have a higher population than Warmane, despite Warmane being one of the first with MoP realms.
because frostwolf(warmane MOP) doesn't have more content than wotlk.
in wotlk server the instances work, so you can do legacy content and the max level stuff.
in frostwolf you can't even get the legendary cloak and like 50% of quest don't work.
leaving aside the optimization, mop and more specifically 5.4 is known for pvp and class design so isn't so popular like vanilla or wotlk. Plus, people dislike the panda theme.
