icecrown lag for a month

so i have not been able to play as before because of some weird lag that started 1 month ago
at first i thought it is my provider and i contacted them and explained the problem but they said they cant help me
i can play any other game normally like i used to except for this server
however when i use a VPN i am able to play normally but my VPN stopped working and i cant play at all i even reinstalled windows ping went down a little but it is high i have 250ish when before i used to have 110-140 max
anyone has an idea about how to fix this without relying on a VPN please share
