He's a known drug dealer from the Barrens stay away from him

Now ive encountered One Buck Tuck (tauren npc) with 1150k hp and it hit me for 156k dmg (im lvl 20). He has 6 bloodsail dealers with him. Nowhere on inet i can find any info. Is this some sort of event ?
